What exactly does it mean when an email address is marked "risky"?

Certain email providers are restricting email verification on their servers. We found some ways to minimize that and provide as much information about an email as we can, but that still happens from time to time. "Risky" means that we think it's deliverable, but there is a chance of bounce.
